Mr Scobie Mackenzie is understood to have prepared. a strong speech in favor of the Hare system, and Mr Allen is also likely to speak to-night, explaining that as a town member the position of giving qualified supporttothe principle sought to be introduced is forced on him. This will be the line generally adopted by the city members, who have no great love for the Hare form of representation. One or two town members will, however, vote against it in the delusive hope of being able to reverse the reduction of members. The vote at the division now promises to be close and exciting, and the debate, which will be resumed this evening, may extend over another day.
