Mr Chamberlain, speaking at Birmingham, said America ought to make the next overtures upon the Fisheries question. He referred with satisfaction to the subordinate position at present occupied by Irish affairs, advocated the establishment of District Councils, free schools, and the use of the State credit for the purpose of creating bodies of small landholders in England.
