Kome, September 19. Monsignor Persico, the Papal delegate to Irelaud some time ago, has furnished his completed report to His Holiness the Pope. After referring generally to matters prior to the Papal decree, the Monsigaor states that the Irish Bishops are persistently endeavoring to pacify Ireland, and that the national agitation has lost much of its intensity.
