EDUCATION BOARD.

An ordinary meeting of the North Canterbury Education Board was held yesterday afternoon. Present—Messrs W. Chrystafl (chairman), H. W. Peryman, A. Saunders, A. H. Cunningham, J. Ruddenklau, C. C. Bowen, and T. S. Weston. The business transacted since the last meeting and reported by the Chairman, was approved. The Buildings Committee reported as follows :—" Mr Keats stated that he had made a mistake in his tender for the repairs at Oxford East to the amount of £40, and asked that he might be allowed that sum, or that the interest might be cancelled and his deposit returned. It was resolved chat no allowance could be made, but that fresh tenders should be called for, and that, if Mr Keats was again the lowest tenderer, his deposit should be accepted as though made on account of the new contract. On the application of the East Christchurch School Committee, an iron grating for Phillipstown school was allowed. The sum of £5 was allowed for an alteration in the house at Sumner, so as to improve the accommodation. An application for a refund of £4, expended in making screens to the closets, &c, at Summer Hill, was not allowed, the expenditure having been incurred without previous sanction. The Clerk of Works at Brookside was directed to report as to a leakage complained of in the roof of the masters house. The Loburn North School Committee reported leakage in the roofs of schoolroom and house, and also asked for a bell and some improvement of the drainage. The Clerk of Works was directed to inspect the buildings and premises whenever he should be in the neighborhood. The Committees of Governor's Bay and Malvern explained the precautions taken to prevent damage when their schoolrooms were used for entertainments. The Newland Committee stated that they never allowed the schoolroom to be used for dancing. The question of what repairs were chargeable on the incidental allowance was considered. Mr Pervinan submitted a specification, which was gone through seriatim, and a statement of what should be expected from the School Committees was agreed to, and ordered to be referred to the Board. A letter was read from the Chairman of the Harewood road School Committee, respecting the use of the schoolroom, which, he explained, was allowed to a weekly dancing class on strict conditions for the protection of furniture and premises. It was decided to proceed with the new room. The Chairman of the Halswell School Committee signified his wish to have an interview with the Board respecting the state of the grounds. It was suggested that he should see the Building Committee at their next meeting. The Kyle School Committee applied for repairs to the dividing fence. It was resolved to allow £2, leaving the balance to be provided locally. In reply to an application from -the Barry's Bay School Committee for material for a paling dividing fence at an estimated cost of £18, they were recommended to put up a wire fence, lined with macrocarpa, for which £6 was allowed. In reply to a renewed application for a wash-house at Riccarton at an estimated cost of £16 or £18, it was resolved that no more could be allowed than the £4 already authorised. The use of a portable boiler was suggested. A letter n-as received from the Glentunnel School Committee reporting, an encroachment of the river on the school ground caused by gorge in the river bed. It was resolved to bring the matter under the notice of the County Council.. Mr H. Brown, of Mount Thomas, reported that the aided school, Okuku, was closed, and that the building would not be occupied after the 31st inst. It was resolved to recommend the Board not in future to build a schoolroom unless upon a guarantee of permanent attendance. A letter was received from the Steward of Reserves, stating that the Glenroy School Commissioners would give the flveacres applied for, part of reserve 1165, for a school site. The School Committee reportedthat barbed wire wae required to prevent the Newland school fences being pushed down .by horses. The Clerk of works at Greenpark was directed to report as to leakage complained of in the roof of the master's house. The Broomfleld School Committee represented the urgent necessity of painting the school buildings. The matter was deferred. It was resolved to call the attention of the Board to the large number of buildings that needed painting. The Clerk of Works at Rakaia was directed to report, if possible, on his way back from Westerfield and Mount Somers as to a urinal applied for. An application for an addition to the masters house at St. Albans was deferred. An application from the Darfield School Committee for a " municipal stove " inplace of the present grate was deferred. The Clerk of Works was directed to ascertain at what price such stoves could be supplied. The sum of £2 was allowed to the Wbodside School Committee for planting along the fences, which were beginning todecay. The Lauriston School Committee reported that their expenditure for fencing had exceeded the £3 authorised by £1 16s 9d. It was resolved that the excess could not be allowed, as before spending beyond the sum granted the Committee should have applied for further sanction. A. renewed application for a school near the New Brighton beach was received, and was deferred pending information from Government as to any grant for school buildings. New tan for the gymnasium at the Normal School was allowed. The following tenders were accepted :—Christchurch West, spouting, EL Pyne, £43 2s 6d; Hampstead, drainage, W. Strange, £2 9s per chain; Westerfield, artesian well, Barns and Smith, £7. For the spouting at Christchurch West a tender for £38 was received, but was informal, not being accompanied by a deposit. The Selwyn School Committee applied for a grant of £4 10s for repairing their gymnastic apparatus. The sum of £3 was allowed. Tne contractor for the side school at North road having sent in an account for £34 16s for extras, which had not been authorised by the Clerk of Works, Mr Peryman undertook to look into the matter. The Clerk., of Work reported, that at Lincoln the roofs of the master's house and the infant room needed covering with iron, and the infant room reflooring, estimated cost, £56; and that at Kaiapoi Island the roof of the master's house needed reshingling or covering with iron, and that a screen for the boys closets, and a urinal were required, estimate, £23. In each case the expenditure was recommended as necessary, if the Board could find funds. The Clerk of Works at North Road, reported about the creek complained of. It was resolved to bring the matter under the notice of the Road Board. The report was adopted. The Appointments Committee reported—On the recommendation of the East Oxford School Committee Miss Seymour's leave of absence was extended by two months. The following appointments were made—Darfield, Miss K. Martin, mistress; Glentunnel, Miss E. Taylor, mistress; Rangiora, Mr G. Schneider, assistant master; German Bay (main), Miss McGallan, sewing mistress; Kyle, Mrs Watson, sewing mistress; Christchurch East, George Atkinson and Ruth Gilmour, pupil-teachers. Inspection reports were received from Mr Wood on Prebbleton, Templeton. Kimberley, South Malvern, Hororata; and examination reports from Mr Wood on Richmond; from Dr. Anderson and Mr Hogben, jointly, on Christchurch West Main and Sydenham ; and from Dr. Anderson on Christchurch West side. The reports were adopted. An apology was accepted for the absence of Mr Wright. The Board went into Committee to consider the question of the salaries of the Inspectors. Upon the Board resnming the Chairman reported that the following motion had been carried —" That the salaries of the Inspectors be £450 each." Mr Peryman gave notice to move— " That ou and after the 31st December, 1888, two Inspectors only be employed by the Board at a salary of £450 each per annum, with £100 per annum travelling expenses." An informal discussion took place on the question of the Inspectors taking special districts for examination, after which Mr Cunningham moved the following motion, and spoke in support of it:—" That steps be taken to divide the education district of North Canterbury into three ports, each part to have one Inspector, who ehe'l annually report on his own district to tue Board." Reports were considered from the Inspectors, who had been requested to give their opinion on the proposal to divide the district. It was ultimately decided to do nothing in the matter at present, Mr Cunningham's motion being negatived. A deputation, representing the residents of Hill-Top, waited on the Board, and asked for a school. The spokesman stated that there were thirty children of school age, and added that the residents would be responsible for a site if the Board were unable to secure one.
