The Agents General, pending the issue of a Bine Book, are unable to advise their Governments regarding the German White Book issued on the New Guinea question. The Agents General have cabled to their respective Governments the postal proposals which have been formulated by the British postal officials relative to England obtaining a larger share of Colonial postages. One of the causes of the deadlock at the Lisbon Postal Conference is that to Australia being represented, fearing that ench representation would increase British inflaence at the Conference.
