The ordinary fortnightly meeting of this Council was held on Tuesday evening. Present—the Mayor (Mr Blackwell), Crs. Moore, Woodford, Fraser, Mathewa, Monk, Pinching Letters were lead from Cr. May, giving notice of diphtheria on - May 27th. but now the patient was convalescent. From Treasury) for triplicate return in accordance with Financial Arrangements Act. From same, forwarding £1 10s for fines and fees. From Mr J. Hurae, bringing under notice the broom growing on Beach road. From secretary ace brigade, for stove coating £3 10s for library.

Referred to fire prevention committee. From Mr 0. 0. Bowen, stating he would attend to wish relative to cemetery. From returning officer, notifying election of Meiers Hewlings and Mathews as auditors. From Colonial Secretary, stating (here could be no refund of deductions for charitable aid from the subsidy. The Mayor adviaed that the whole of the question ought to be brought before Parliament, as there was a clear breach of faith on the part of the Government, by which the Council had undertaken the management of the aid. The clerk said the deductions for aid had been £104. Or. Pinobing pointed out that the Government were in error in stating that the Ohristohureh Board was paying for the maintenance of all the poor and sick in North Canterbury. Cγ. Moore moved, Or. Mathews seconded, "That the correspondence be referred to Mr Bowes, as recommended by the Mayor." Or. Pinching was in favor of the aid being referred to the Ohristchurch Board, Bβ the Council was paying £150 a year, and it threatened to be a serious tax on the municipality. Or. Mathews considered that the production of the letters would show the duplicity of the late Government, which promised to give the subsidy if the Council took the matter in hand. If the subsidies were stopped, no doubt there would be no farther deductions. The Mayer poiaf ed out that the Government offered to give the Council a subsidy if it would take over its own charitable aid. The Council set aside £125 a year towards this purpose, and not a single case for relief had come forward whioh had not been met, yet the Council had deducted from its subsidy £104. A further sum of £150 wae deducted for the hospital. This the Council had not objected to, though only one small case had gone from the town to the hospital. The motion was agreed to. From the railway engineer, stating a stagnant water hole near station would receive attention. From Dr Dudley and thirteen other burgesees, asking the Council to take steps to prevent a recurrence of the floods from storm .water out of theEyreton district, which did damage to the lands of the petitioners, as they were not able to obtain redress or attention from the Road Board, and advising the Council to cut off the drainage from the Eyreton district. Mesars Stanton and Knight attended as a deputation on the same matter. It wbb decided, on motion of Cr. Pinching, seconded by Or. Fraser—" That the receipt of the petition be acknowledged, and the Council will take steps in the-matter." Cr. Moore, chairman of the works committee, reported Ohoka, Otaki, and Fuller street-drains cleared, as well as Ohoka.drain. A culvert near Mr Holland's was wanted. Part of Hilton street footpath required .. forming; part of Case street Bast required forming. Ifc would be necessary to obtain gravel for repairs. There were a number of defeotive crossings. The committee asked for instructions relative to gorse growing on streets. If more work was not provided some of. the men would have to be dismissed. It was deoided that owners of defective crossings be referred to by-law 11, and notices be given to persons to dear gorse from streets and roads, this notice to b* final. . Cr. Fraser, chairman finance committee, reported the receipts to be £9 9a. the overdraft £292 Oa Id. The estimate of receipts and expenditure for the year showed the probable expenditure of £1861, deficiency £315, Accounts, £46 13s 10d, were passed. The Mayor declared the seats of Crs. Ellen and Wearing vacant, as they did not possess the qualification required by the Act. Cr. Pinching moved, and Or. Matthews seconded —" That the motion giving permission to the Eyreton Boad Board to drain through the town be resoinded." Or. Fraser moved, Or. Woodford seconded an amendment—" That the Mayor and Cr. Moore see the Eyreton Boad Board on the matter of the drainage." The amendment was carried. Or. Pinohing moved—" That after June 13th the Council refuses to dispense charitable aid out of the funds of the borough." Or. Matthews seconded the motion, which was carried unanimously. It was decided to ask the Mayor to call a meeting to consider the Property Tax Act. Cr. Pinching moved, Cr. Woodford seconded —"That the Government be petitioned not to prohibit net fishing at the mouth of the rivers." The mover pointed out that the Acclimatisation Society had decided to take a etep which would take away the means which certain persons had for earning a livelihood. The motion was carried. It was resolved to have the agreement in reference to the Beach road drain signed forthwith or proceed to close the drain. It was de-* oided to levy a rate of Iβ in the £ on the rateable property, payable in July. The Council then adjourned.
