The work was ordered to bo done under tha superintendence of tbe City Surveyor. Tho Maycr stated that tho Board of Conservators wore about to plant tho embankment on tho Waimakariri with willows and poplars, and they therefore trusted that ths Council would give them any cuttings of willows and poplars not required. The Town Clerk was requested to writo to tbe chairman of tbe Board of Conservators, stating that tho Counoil would bo happy to grunt the request. Th* rate list for 1870 was duly signed and the Town Clerk directed to advertise that the said list was open to inspection by tbe ratepayers. The iNaracToa or Nuisances reported that a nuisance existed from a quantity of of stagnant water in a pit, on tho premises of Mr S. Manning. The mat tor was reforred to tho Sanitary Committee. Cr Bishop moved —" That as theßoardof Conservator! for the Waimakariri intend to suggest certain alterations to be made in ths present Ordinance, tho Mayor, as representing this Corporation, be requested to propose that a ebiuse be introduced to the effect that lands and other property bolonging to ths Government, in nny proclaimed district, shall bo subject to assessment for the purposes of that Ordinance." Ho contended that the Government should contribute for the protection of their property, us well as prirate persons. Cr Jameson seconded the motion. The Mayor said that whilst the Queen's highways and Crown lands could not berated, yet if au Act was passed !>v tho General Assembly there would be nothing to prevent the l'rovincinl property being rated, such as railways, Ac. lie did not think that churches ought to bo rated. Ho was of opinion that if this resolution were passed it would haves very good effect, and would strengthen the hands of tho Board of Conservators. Cr Jameson - thought that the churches should bo exempt, but he was of opinion that tho property of tho Provincial Government should be rated. Cr Anderson said that according to 8 report of n committee on the Canterbury Kivor- Art, dated X'Ath January, 1863, tha Council recommended that tbe Government property should bo rated. Cr Hart, whilst agreeing with tho Government buildings and works being rated, *W gested that tho word " property " bo substituted for " land." Cr Bishop agreed to the proposed alteration. The Mayor suggested that the motion should be m tho form of a resolution to be transmitted from the Council to the Board rather than a request to him to more the i.-.tro iuction of a new clause into tho report of the 80-vrd of Conservators. Cr Bishop agreed to this suggestion also. The resolution was ultimately passed in the following form:—"That in tbe opinion of this Council the Government property in any district coming under tho operation of the Cmterbury Hirers Act should bo rated in the samo proportion as prirato property, 'and tha' tho Mayor bo requested to take sucn. stops as ho shall think fit for carrying tntf resolution into effect.'
