RROROSED REFORMS IN EAST INDIES

, The Netherlands East Indies Government is preparing reforms far the administration of outer islands, including the Moluccas, the Celebes, Dutch Borneo and Bali, says the Netherlands news agency.
Details of the plan, which ; has been announced by the Netherlands East Indies Government, indicate the following proposals; (1) A South Celebes council has been formed to frame a new democratic constitution. A North Celebes preparatory, council is being formed, consisting of IS Indonesians, lavo Dutch and one Chinese. (2) The Moluccas are divided into tAvo groups, and close co-operation is expected between them. The population Avill decide on the form of co-operation.
(3) Borneo is divided. The eastern section will consist mainly of self-governing territories, while the western section will be largely under direct Dutch administration.
(4) The existing eight self-govern-ing councils in Bali will form a Balinese Federation.
