RUSSIAN METHOD OF RAISING LOANS

London, May 29

The Chancellor of the Exchequer, Dr. Hugh Dalton, told the House of Commons that he had considered the Russian method cf raising loans, hut did not propose to issue similar loans in Britain. Sir Waveil Wakefield! (Conservative —St. Marylehone) had asked whether Dr. Dalton was aware of the Russian method, under which, instead of interest-hearing bonds being issued, the bondholders were awarded prizes by ballot.
