PROPOSAL BY MR • BYRNES V Watching Oyer Execution Of Treaty Terms Foreign Ministers’ Conference London, May 1. When the Big Four Foreign Ministeig met again in Paris this morning the first thing they discussed was Mv Byrnes’ proposal that an Allied military inspectorate for Italy should also Avatch over the execution of the treaty terms dealing with restitution, reparations and war criminals. Mr Bevin supported Mr Byrnes. A correspondent said that Mr Byrnes called for an immediate four-power agieement to cut down the occupation forces in Austria, but M. Molotov said this could be reconsidered when the Austrian treaty came up for discussion. In other words, said the correspondent, M. Molotov rejected the request for an immediate pact,. Mr Byrnes had no better success, the correspondent adds, for his request that the Austrian peace treaty should be negotiated in terms so as to be signed simultaneously with the Italian treaty.
