WASHINGTON, Jan. 25 Asked if he believed that President Roosevelt would seek a fourth term of office in 1944, Mr. Wendell Willkie replied: "Certainly in fact, lie is running already. Furthermore, he will be a hard man for the Republicans to beat. He is sure to conduct a highly-intelligent and utterly ruthless campaign."
