The Times Riga oori'espoudcnt says alarm is caused by the protracted nature of the Soviet negotiations in London and the uncertainty of French recognition! of the Soivet. The Government is making a brave show in expediting th© negotiations with Germany and Italy. The Soviet press ostentatiously announces that the -Moscow Government is about to resume negotiations with German' groups in regard to several important new railway concessions, while Moscow diplomats appear to be greatly interested in the proposals from Italian groups for new shipping concessions and especially for concessions) of all trans-Caucasian and manganese mines, but these such tnrmpted negotiations are not taken seriously and are regarded as so much bluff in tended chiefly to stimulate flagging British interest in the Soviet negotiations in London.
