There is no likelihood that the United States will submit to arbitration the authenticity of the document; recently published by the State Department. to show that revolutionary Soviet activities and propaganda had been conducted in the United States with the object of undermining the Government. The Government is fully satisfied with the genuineness of the communications from the Soviet to the worker's of the United States, and believes that to enter into l arbitration proceedings as suggested by Tchitcherin, would only mean the yielding of a point long sought by the Russians’ Department of Justice. It is declared that the authorship can be; traced - directly to the Soviet Government in j Russia.
