Reports That Strikes Have Collapsed.

London, Jan 23 Messages from Vienna state that the Emperor Karl refused to accept the resignations tendered by" Dr. yon Seidler, Premier of Austria, and Count yon Wekerle, Premier of Hungary. He commanded them to retain their Ministries und to accede to the popular demands regarding food, the extension of the communal franchise, women's suffrage, and civil control of industry.
Dr. yon tseidler further auuouuced that the Government aimed at a speedy general peace, without annexations, permitting Poland to settle her own relationships with Austria. All strikes are ceasing and work .has been resumed. Washington, Jan 23 State Department advices confirm Socialist- liuta and eoouoiny disturbances in Austria."
