The Daily Telegraph's New York coireapoudent says that reports furnished by United States attaches in Europe indicate that German subruariue losses, and methods of oasnariug and capturing them, have created a profound impression in America. He adds that the United States Admiralty is now convinced that Germany has modified her submarine policy, knowing that the blockade is a ghastly failure. He also saya that the American Admiralty lias quashed the idea of decreasing the construction ot* dreadDoughts in favour of submarines, being convinced that capital ships have not lost their value, but have increased in value. Germany has failed to satisfy the request of the United States that the sinking of the Arabic be disallowed, and liability for the act fee assumed by the German Government Mr Lansing, Secretary of State, has refused to make any comment on the situation. It is understod that a final refasal to meet America's wishes will cause a rupture of relations.
