Rec Oct 1, 7.35 p.m. London, Sept 30. The Freeman's Journal publishes details of German plans lor promoting strikes in America. Matthew Cummings, a Bostbnian, approached William Dempsey, secretary of the | Atlantic longshoremen's organisations, | making an offer that the strikers would be paid ten dollars per week and considered that a strike for six weeks would be sufficient to accomplish the German purpose. As a bait to the leaders he suggested to give the workmen five dollars the leaders to pocket the balance. Cummings communicated with T. O'Connor, the Longshoremen's President and an Irish Labour leader, who led him on. Cummings refuse:! to state who was the principal, but said he could raise £327,000. O'Connor had not a doubt that the | principal was Herr Dernburg, who was sent by Germany to America as a special emissary. Cummings said the scheme would pile up shipping on the Atlantic Coast, cripple the Allies, and assure German success. O'Connor told the whole story to the United States officials and the conspiracy was defeated. Cummings was previously connected with political intrigue in Ireland.
