In answer to a request for details concerning submarines in the Raltie torpedoing a German cruiser, cabled on August 26, Mr Balfour, First Lord of the Admiralty, leplied that be was unable to give the information, except that he ascertained from Russian reports that the British submarines had done good work in the Baltic, not as an independent force but acting under tha Kusaian Admiralty.
