Erection of Fences. Cr Tanner reported that a committee of the Council had interviewed Mr Lloyd in regard to matters affecting his property in Elizabeth Street, and the latter has agretd to accept the erection of a fence and a flight of steps by the Council in lieu of compensation. He thought the owner of the adjoining property would also agree to a similar arrangement. Cr Whiting said the fence was to consist of wire netting, three wires and a top rail "Cr Castaing moved and Cr Wilding seconded —That the matter of making arrangements be referred to Crs Tanner, Whiting and Pembetton. —Carried. Uncertified Accounts. Cr Wilding pointed out that a number of small accounts awaited the certificate of Messrs Climie and Son before payment could be made. He moved: That the accounts be paid on attach-ment-of the engineer's certficato.—Seconded by Cr Badger and carried. An Imposition. Cr Castaing said he had been approached by a considrrable number of ratepayers in the drainage area, who protested against the charge of ten shillings for water for closets, vhi'.'h was in addition to the drainage and water rates. It was an imposition to levy the extra charge of ten shillings.

Cr Green moved —That the matter be referred to the Finance Committee to report upon.--Seconded by Cr Caatairig pro forma. Ihe Mayor exoressed himself as in agreement with Cr Castaing. Cr Badger favoured . the motion, which was put and carried. Electricity Department. Mr Lloyd Mandeno, electrical engineer, reported as follows : Acting on instruction from the last Council meeting I beg to report as follows on the question of what wiring work should be put in liana on the Town Hali during the course of the construction, keeping in view both immediate requirements and aljo the possibility of using electric light throughout the building at a later date.

Immediate Requirements —Current will be required for the operation of the cinematograph machine and I presume my department will be required to arrange for this. , ..... :.,,.<

With regard to the heating of the Council Chambers and offices Mr Kirk advises in a that no provision h'aj so far been mads for this and as it appears from experience that come form of heating is desirable during the winter months in Tauranga I would recommend that provision be made for electric radiators.

Surveyor's Keport

The cost oi the necessary wiring for heating the Council Chambers and offices would be roughly £12. Electric Water Heaters —Mr Kirk advises mo that the specification at present provides fcr the installation of two lOgallon gas-heated urns for the kitchen, but states that he would prefer to see electric heating installed if it can be arranged., Efficient water heaters are now on the market and at the respective prices of gas and electricity in Tauratiga, electric water heaters are as econosjiical as gas. Unfortunately, I have no prices for imported water heacers of this size, but should there be any difficulty in importing one in sufficient time for the opening of the hall a suitable one could be made up locally at a cost of not more than £15.

Wiring for electric light — The architect informs me that owing to structural considerations he would prefer not to have the walls chased in order to conceal the electric conduits but would rather have the piping uncealed. In this case the wiring of the building can be conveniently done at any future date. In conclusion I would again draw the Council's attention to the desirability of providing electric lighting for the stage, as I consider that the financial and general success of the hall largely depends on the facilities for lighting it, it being used practically on'y during the hours when artificial lighting is necessary. In answer to a question, Mr Mandeno said a machine for operating the cinematograph would cost about £120.

Cr Badger moved and Cr Pemberton seconded: That the machine be purchased. —Carried.

It was decided that the Council Chambers and offices be heated as recommended, and that electric water heaters be installed.

The Mayor reported that he had instructed Mr Kirk to make application to Mr Macey, telegraph engineer, to have the telephone cable laid underground on the town hall site.—Action confirmed.

Jn answer to Cr Tanner, Mr Mandeno said he bad purchased fan additional two miles of wire and had now sufficient in hand to enable allgapplications for connections to date to be carried out.

The Finance Committee recommended that arrangements as to the procuring of books, etc., for the new electric light scheme be left in the hands of the Chairman of the Finance Committee, and the Town Clerk to with. —Adopted. :

Mr Gumbley submitted the following report for the month of August:— Water Supply—The whole of the water system continues^in goodjorder. ~ Endowments —Noxious jweedsJfhave

Streets Maintenance—Work on tinstreets has been almost entirely of a patching nature, with the exception of that done on new formation work The woik of putting down a culvert j by the Post Office i:< naw in hand. 1 ; am constructing tins so that it will not i require to be attended when the street is kerbed and channelled. A culvert ii ; required across the road at the ton rt Judea Hill. With your cun;ent I will have this laid immediately. O.ving to prers of work we.have so far been prevented from laying the stonnwa'er drain at the south end of Cameron Rend. "Long Tozn" Sewer —This has been opened at intervals from end to end and has been found to be quite clear. J£--d;'ubt—The path on the south side has been regraded. The rest of the work authorised here will be done ns soon as posiblc. It t.eenu a great pity that the limbers and gun carriages at present on the redoubt should be. allowed to decay and fal to pieces. 1 would recommend that the whole of them be removed and repariecl. Road down Eighth Avenue—Of those that signed the petition I find that three have direct cart approaches to their properties; one has indirect cart communication and only one has no cart communication whatever. The existing cart track is too narrow in places and does not extend across the bottom of thegully. The grade on this, Cameron Road side, is about 1 in 8 and on the other side it varies from 1 in 9 to 1 in 5. A satisfactory road cannot be constructed without the expenditure of a considerable sum of meney. A possible cart track can be constructed for about £30. I think the money is more urgently required iin other directions.

Tar Spraying—The quantity of tar used in tar-spraying depends to a large extent on the nature of the material top-dressea and on the machine used. I should say a fair estimate for tarspraying in Tauranga would be about five pence per square yard. I find that a one horse tar spraying machine, with a capacity of 150 gallons, would cost, landed in Taurauga, about £108. Impure Gas—Several propertie3 in the lower portion of the town have been experiencing objectionable odours from what appears to be insufficiently purified gas. I would recommend that the Gaa Company be written to, asking them to recify the matter at once.

Fence Round Borough Yard —Owing to a certain amount ot petty thieving having occurred I would recommend that a fenca be erected round the Borough yard.

Cr Badger said a. tremendous quantity of water flowed from Cameron Road down the Judea Hill and was responsible for making large holes in tha pum:co stratum. He suggested that an open channel should be made at a certain point to carry off the water.

It was decided to empower the surveyor to lay a concrete channel. Cr Castaing drew attention to the state of Monmouth Street.

The surveyor's report concerning Eighth Avenue was adopted. No action was taken in regard to tarspraying machine.

Regarding impure gas it was resolved to send a letter to the Gas Proprietary in terms of the surveyor's report.

It was decided to erect a fence round the Borough yard. Mr Gumbley, in reply to Gr Tanner, said he would send out innmediaiely the pipes for draining water through the endowment leased by Mr Roberts. Cr Tanner requested Mr Gumbley to place a few loads of metal onlthe eastern portion of Sixth Avenue giving access to the beach.
