Tlie State Department is investigating cases againsit yon Papen. German Military Attache, and yon Nuber, Austrian Consul-General.

It is understood that yon Papen sont a private letter to his wife, through Mr Arcihbald, the war correspondent, referring slightingly to American offi-

cials.

Mr Lansing, Secretary of State, regards the action of communication through Mr Archibald was an abuse of the American passport.

M. Dumba'a letter contained an enclosure relating to yon Nuber's negotiaions for munitions and strikes.

The authorities are awaiting documents from London before making an announcement on\ Count Berhatorff's case, which does not appear to be identical with Dumba's. It is believed that Count BerHstorff merely entrusted Mr Archibald with a copy of a statement from Mr Lansing.

The authorities are also considering the question of prosecuting Mr Archibald for conspiracy.

Newpapers approve of M. Dumba's dismissal, pointing out that he puts the lid on the Teutonic propaganda.

Count Bernatorff has issued a statement stating that he never gave Mr Archibald a single paper or anything else, chiefly beause he did not think it would be safe to do so.
