ARABIC REPLY DISAPPOINTING.
American Rejoinder to be sent Promptly.

Official circles consider that the Arabic reply is disappointing because Count Bernstor/t",Ger«]an Ambassador, promised full satisfaction if the Arabic was torpedoed.
America will probably agree to submit the question of indemnify to the Hague Tribunal.
President Wilson devoted several hours to the consideration of the German reply. Th? American rejoinder will be sent-prompily and America will pursue her own investigations regarding the sinking of the Arabic, irrespective of the submarine commander's version.
Most newspapers anticipate that President Wilson will merely send another note, but the newspaper World declares that President Wilson's patience is exhausted and be hag almost come to the conclusion that sterner action is necessary. New York, Sept 12.
T^e morning papers-are unanimous in declaring that Germany's excuse for the destruction of the Arabic is too flimsy for acceptance.
The World declares it is another sinister symptom of German insincerity. The note retracts Count Bernstorff's pledge and gives it the status of "a scrap of paper." Count. Bernstorff's pledge is the diplomacy of the most shy lawyer.

The Philadelphia Press says Germany's suggestions that the Arabic question be submitted to arbitration and acceptance of the commander's excuse are insolences no self-repecting Government should endure. Washintgon, Sept 10.
Newspapers severely comment on the evasiveneess and contemptuousness of the German explanation regarding the Arabic incident and regards it as purposely mysterious.
