Received at 9.15 a.m. Londpn, April 2. Advices received from Perim, a British naval station in the Red Sea, state that the Italians have notified that a blockade has commenced at Loheia and Kumaran. They have cut the cable between Kumaran and the mainland, and seized the British steamer Woodcock,
