The Reichstag has adopted Herr von Ledebour's resolution in favor of making the imperial Chancellor, Herr von Holwig, responsible to the Reichstag, such responsibility to extend to all the Kaiser's political acts and omissions, and declaring that the Chancellor's responsibility should be regulated by a State tribunal. The majority was ■ small, and included the entire Left, the Poles, and a portion of the Centre.
