The Times says: "Australian and New Zealand experiments in regard to compulsory arbitration as a means of avoiding strikes and creating permanent harmony between masters and men- has not yet proved to be valuable. Even if successful, they would not necessarily be applicable to English conditions, where the machinery of society is far more complicated.
