The Standard says the New South Wales Treasury bills .were placed at a price yielding the investor £4 4s 2d per cent. At the wool sales prices were maintained, and there was keen competition in all sections. Another shipment of 3760 tons of Americun wheat has arrived from Tacoma.-. Melbourne, March 21. The replies of Lieut .-Colonel Lyster, Captain Shields and the recommendations of Major-General Hutton on the Drayton Grange Commission have been published. Major-General Hutton says that in face of the findings of the Royal Commission it seems inconsistent to lay the blame on Colonel Lyster and recommends that the latter's explanation that he did the utmost in his power, be accepted. With regard to Captain Shield, he recommends that owing to his inexperience, he be leuiently dealt with by an expression of disapproval. There could, however, be no excuse for his attitude towards bi« senior officer (Colonel Lyster) in the improper communication he made to the press. The Minister of Defence, in a minute, generally agrees with Major-General Hutton's recommendations, and adds that the Government, while generally agreeing with Colonel Lyster that he desired to do bis best, regrets that more streauous efforts were not made to deal "With, the difficulties presented. "With reference to Captain Shields, it says that Government regrets it felt compelled to concur with Major-General Hutton that the officer bo leniently dealt with by an expression of disapproval.
