UNITED PRESS ASSOCIATION (By Electric Telegraph— Copyright) New York, March 20. Mr Bowen, American Consul at Venezuela, has called the attention of the British Minister at Washington to rumours to the effect that the Powers are indisposed to refer the question of preferential treatment to the Hague Tribunal, and contends that if a final declaration with regard to the settlement is not made by April it will be unfair to expect Venezuela to pay 30 per cent, of the Customs duties ior March. Count Von Bulow, German Chancellor, in the Reichstag, declared that Britain had got as much advantage out of Venezuela as Germany. The relations of America, Germany and Britain had emerged unimpaired from the Venezuelan trouble and Germany had the most eligible ally in the world. London, March 19. Seligmann Co., stockbrokers, in concert with German and London bankers, are trying to float a loan to pay the Venezuelan debt.
