The British and American Governments have expressed to' Moscow strong regrets at the terms of the Russo-Hungarian economic agreement, writes The Times diplomatic correspondent They did so reluctantly for it means the Western Allies are openly differing from Russia in yet another phase of policy in Central and South-eastern Europe. Hungarian general election, may be postponed or become a popular vote on a list of candidates agreed to in advance among all the parties, says the Daily Express Budapest correspondent. Members of the Conservative Smallholders' party, which recently won a spectacular victory in the Budapest municipal elections, privately are afraid revolution might break 6ut should they win a majority at the general election. They, therefore, welcomed Marshal Voroshilov's suggestion that the parties should agree to put up a joint list of candidates on a Sftyfifty basis. -
