DEADLOCK REACHED

Nomination Of Candidates For

Executive Council

Rec. 10 a.m. . LONDON, June 28. A deadlock has been reached in the negotiations between the Congress party and Moslem League leaders over methods for the nomination of candidates for the Executive Council, says the Exchange Telegraph Company correspondent at Simla. The Congress, party contends that the Moslem League should be content with three of the five seats reserved for Moslems on the Executive Council, with the other two going to non-league Moslems, but the Moslem League insists on taking all five seats.

The Moslem leader, Mr. Jinnah, the correspondent adds, is urging the Viceroy, Lord Wavell, to hold a general election for the Central Assembly in order to see if any Moslem is returned on the Congress party platform, thus clearing the air and breaking down the Congress party claim to nominate for Moslem seats. »

Lord Wavell refused to give any assurance to the Congress party and the Moslem League that their recommendations for council membership will be binding. He told the leaders that the recommendations would not be binding to the British Government, to which he would eventually be responsible.
