UNRRA

One is obliged to "M.A." for his painstaking recital of the chconological history of Unrra and the very noble mission and motives ascribed to it. Actually, I think most of us already are aware of this shadowyofficial background, which, however fails to inspire that complete trust and confidence with which "M.A." appears to be blessed. The fact is that this organisation, like so many other "authorities" daily springing up, wap presented to us as an accomplished fact, clothed with powers which are liable to be a grave menace if unaccompanied by the restraining influence of a corresponding responsibility to the people. If supplies of fqpd were voluntarily contributed, as in the past, the administrators would have to satisfy the donors as to its reasonable distribution. But we are passing under a new regime—ours not to reason why, but merely to make progressively greater sacrifices. As a matter, of mere realism, as distinct from the theories of those obsessed with a passion to run other people's busk ness, if we in New Zealand removed the myriad restrictions which are strangling all private enterprise and initiative the resultant increase of production would enable us to send. overseas much more than under the present policy of ingrowing frugality. Incidentally, note that the reward of our heroic kinsmen in Great Britain is a further cut in their rations—not an increase, as one might have gathered from Mr* Sullivan's broadcast. FRANK N. ROBSON.
