The Empire talks are to-day entering a decisive stage after last week's somewhat rambling procedure, in the course of which there was a lot of "sparring" before reaching the kernels of problems, says the Associated Press correspondent. The result of this is that much deadwood has been cut away and a list of definite questions has now been drawn up on which British, Indian and Dominion delegates will express their views. It is expected that it will not be difficult, despite divergent viewpoints, the correspondent says, to reach large areas of agreement once a definite yes or no has to be given to clear questions. It has taken many hours of work to draw up such questions. One of the most important is to what extent British Powers agree on the principle and methods of making the proposed world security organisation less rigid, enabling amendment of its constitution as events prove this to V*p npppccarv Britain has shown no disp ? sition to impose her will on the Dominions.
