BRITISH BLACKOUT
MODIFICATIONS EXPECTED Rec. 1.30 p.m. LONDON, Nov. 14. The Sunday Dispatch features a story suggesting that the London blackout may be greatly modified soon. It says that borough engineers throughout the country recently received instructions from the Ministry of Home Security to prepare for turning on street lighting at a moment's notice.
