It is the grossly dishonourable method adopted by those tenants who run to the Fair Rents Department after they have got possession, and after they had agreed to pay the rent asked. In my case and in three others I know personally, the tenant got into the house and promised to pay the rent asked, keep the place in good order. Result —no sooner in when he goes to the Fair Rent Department, gets the rent reduced, brings a large family into the house, and what the water bill will be 1 don't know, but the place, well, its gone to rack and ruin, and because they have children I am helpless.
