More Prudent Calculation May Supersede Intuition BRITISH PRESS COMMENTS British Official Wireless Rec. 11.30 a.m. RUGBY, Feb. 5. The latest German proposals ' for total mobilisation are compared in Britain with the organisation of Allied manpower for the taking of the offensive this year. The Manchester Guardian says the enemy proposals are two-sided, firstly, compulsory registration of citizens whom the State can draft where it will, and, secondly, the closing down of trade enterprises which are not essential to the war effort. As these enterprises are mostly in the luxury class, it is considered that they cannot represent much manpower, but the checking of spending on luxuries is obviously aimed at by the leaders. The Times says the enemy's larger intentions cannot yet be read, but there is the implication that more prudent calculation has superseded the intuitive strategy that has suffered such serious rebuffs. It can be assumed that considerations of prestige are not being allowed to outweigh military appreciations. The enemy's battered formations must be reformed, but must first shake off contact with the victorious Russians and fall back to a line of defence.
