DOGS ON LEASH
The Otahuhu Borough Council has added its weight to One Tree Hill's proposal that dogs be kept on the leash in the streets, notwithstanding the fact that they would not attempt to enforce the suggested by-law even if it .were adopted. 'As a shopping centre, Otahuhu was made by the Westfield saleyards. This fact was probably the consideration which in-, duced the Papatoetoe Town Board to decide that the proposal was a good one for places other than Papatoetoe. Let me remind those interested that a considerable portion of One Tree Hill and Onehunga districts would not be habitable but for the activities of dogs and cats. Mayors and councillors might commendably turn their attention from their anti-dog to an anti-rat campaign; and that goes for Otahuhu as well as for the two larger neighbours. May I, in conclusion, appeal to all owners and lovers of dogs to protest against and resist this legislative monstrosity, conceived in selfishness, delivered in error and murtured in indolence.
