Quisling's retaliation to the Norwegian clergy who have resigned en bloc consists of a new law under which laymen may function as pastors in communities where clergy are not available. Norwegian newspapers to-day publish a lengthy declaration, : n which Quisling violently attacks Bishop Berggrav and his followers.
