U.S. Legislators Prepare For Investigations REPRESENTATIVE APPOINTED Ree. 1 p.m. WASHINGTON", Nov. 17. The House of Representatives adopted a resolution to-day authorising Mr. Hamilton Fish, a member of the House, to appear and testifv before the grand jury in the investigation into foreign agents, at any time the House is not in session.
The United States AttorneyGeneral, Mr. F. Biddle, announced last week that the Justice and War Departments were preparing plans to handle the problem of enemy aliens so that measures could be put into, effect at short notice in event of war. President Roosevelt later issued a proclamation tightening the regulations governing the movement of American citizens and aliens entering or leaving the United States. An alien will not be permitted to leave if it is believed that his departure may be prejudicial ;o the interests of the United States.
