Cummings. writing in the -News Chronicle." reflects the tone of the general comment when he says: "The Ministerial changes leave me stone cold, and 1 doubt if the public pulse beats any more actively. The Prime Minister shifts men about like pawns on a chess-board and then, having had his fun. returns to the job of trying to perform half-a-dozen tasks off his own broad, willowy bat."
