THREAT FROM SOVIET?
REPORTED NOTE TO RUMANIA. (Received 1.30 p.m.) LONDON, July 21. The Bucharest correspondent of the Associated Press 6f Great Britain saye the Rumanian Government is reported to have received a Note from Russia emphasising the desirability of a "popular Government." King Carol is said to be seeking Italian and German advice.
