SPEECH CRITICISED.
OFFICER REPRIMANDED. WASHINGTON - , M«rch 24. Both the United Stater, Minister to Canada, Mr. J. H. R. Cromwell, and the White House have denied newspaper reports that President Roosevelt saw, before it was delivered, the text of the speech to the Canadian Empire Club in Toronto in which Mr. Cromwell strongly criticised American isolationists, and for which he was subsequently reprimanded by Mr. Cordell Hull, Secretary of State. Nevertheless, there is reason to believe Mr. Roosevelt fully agrees with Mr. Cromwell's sentiments, regarding which the "New York Times" says editorially: "They are overwhelmingly the beliefs of Americans."
The paper adds that it is significant that Mr. Hull rebuked Mr. Cromwell merely for making the speech, and not for its contents.
