ALMOST BACK TO NORMAL. British Official Wireless. (Received 1.30 p.m.) RUGBY, February 19. The distribution of coal in Britain has now almost returned to normal. During the past few days one railway alone has employed 25,000 wagons to move over 390,000 tons of coal from collieries to destinations in all parts of the country.
