LONDON, September 5.
v; According to the Berlin correspondent of the Independent Cable Service German observers on . the Western Front report that during Monday the, French sent aloft hundreds of balloons carrying banner*, "We won't shoot If you don't." They were still up at 9 p.m. The Germans raised makeshift signs, "We won't fire either."
