United Press Association.—Copyright. (Received 11 a.m.) LONDOX, September 4. The German Social Democratic party, through its joint presidents, Otto Wells and Hans Vogel, has issued a manifesto to the German people on behalf of haters of war and dictatorship.

The manifesto declares that the whole weight of guilt for this monstrous crime against humanity rests on Hitler and his system, the final overthrow of which >3 a pro-requisite of European peace reorganisation.

It urges the German people to fight for freedom and get rid of Hitler.
