EUROPEAN CRISIS.
GERMAN COMMENT. (Received 3 p.m.) BERLIN, August 25. "The Polish terror is reaching its climax,"' is the theme of special hourly editions of German newspapers. Herr Hess, deputy-Fuehrer, stated: "England is correct when she says war can break out, but the responsibility is hers.'' MAY BREAK UP. FRENCH COMMUNIST PARTY. (Received 3 p.ui.) PARIS. August 20. The French Communist party is reported to be breaking up. Several leaders resigned after police occupation of the "C'e Soir" building, the Communist headquarters, which have been searched.
The police confiscated the newspaper, "Le Soir," believedly for praising the Russo-German agreement.
