(Received 10 a.m.) LONDON. August 13.
The Japanese Minister at Large, Mr. Sotaniatsu, rejected a British proposal lor the resumption of the I'okyo talks regarding the preservation of order in Tientsin, says a message from Tokyo.
The Japanese Domei news agency in Tokyo states that Mr. Kate, the Minister representing Japan at the Tokyo conference, told the British Ambassador, Sir Robert Craigie, that Japan would not resume the conference unless the policing of Tientsin and the economic issues were handled simultaneously. The latter question is not mentioned in the latest instructions from London.
The agency also reports that the Japanese military representatives are returning to Tientsin to-morrow. Major-
• ■eneral .\luto, the principal Army delegate, interviewed, states that it is useless to continue because it is impossible to agree with Britain's request to separate the question of policing 1 ientsm from broader, economic issues.
