Rumania Preparing New Mutual
Defence Pact.

The Rumanian Foreign Minister, Dr. Grigore Gafenc-u, is preparing a newBalkan defensive pact, under which Turkey, Creeee, Yugoslavia and Rumania would pledge mutual assistance in the event of aggression, says Renter's Bucharest correspondent.
The significance of the move lies in Yugoslavia's declared determination not to be drawn irrevocably into the Axis. The Italian Minister called on Dr. Cafencu and warned hi in ngainst the adoption of a policy favouring the democracies' plan of "encirclement."
Dr. (Jafencu's reply was very firm. He said Rumania was at liberty to decide her own destinv.
Turkey will re fortify Alexandretta, which has been ceded to her under tbe agreement with France. Turkish experts believe Alexandretta will be a vital adjunct to the defence of the Dardanelles, the Suez Canal and the Mediterranean.
