RATE COLLECTION.
In answer to "Ratepayer,"' may I state that he k wrong when he says Mount Albert lias the unimproved value system of levyinjr its rates. It has the capital* value system*. Some years ago we tried the former* method, bnt it was a failure and was voted out by the ratepayers. In theory it sounds the fairest, bnt in practice it is not. It hits the owner of a small house harder than any other system and often a small house on a fair section pay* more than a large house on a similar or lesser section. I paid more rates on a four-roomed house on a 84 by 64ft section than a sixroomed house next door, and the highest rate* I ever paid were under the unimproved fy«tem of rating. Leave well alone.
