The unusual . course of refusing to make an- award was adopted by the Arbitration Court on an application by the Wellington Grocers, Sundries, Chemical and Eclated Trades factory 'employees for an award covering em2)loyees"of 22 firms.The ground for the refusal, given in a. reserved judgment, was that the workers concerned were already covered by an. existing award.
