POWERS INFORMED. Construction Of New Asia Immutable Policy. DRAPT OF NOTE PUBLISHED, United Press Association.—Copyright. (Received 12 noon.) TOKYO, February 6. It is understood that the Japanese Foreign Office is submitting to Cabinet a draft reply to the recent British, French and American Notes of protest. The reply states that Japan does not share their views regarding the position in China, and that in its opinion an international conference would not contribute to a solution of the problem.
The Xote also declares the Japanese policy to be immutable and indispensable for the construction of the new East Asia, and the maintenance of world peace, in which the co-operative linking up of China, Japan and Manchukuo ia vitaL It gives assurance that'a principle to respect third Power rights will gradually be realised in zones where military action has ceased, and denies that the Xine-Power, open-door pact has ceased to be applicable because of Japanese action forced on by China's ' antiJapanese activities. The Xote offers to negotiate with each Government if it recognises the realistic situation in China and shows understanding of Japan's claims. ORDERED TO HALT. JAPS. BOARD BRAZIL LINER. (Received 10.30 a.m.) SHAXGHAI, February 6. Japanese warships stopped the Brazilian liner Santarem, off Chekiang, under an order to halt or they would fire. A boarding party locked up the purser in mistake for the wireless officer and seized the ship's manifest and passenger list.
CHINESE SHOT.
ADVISED JAP. CENSORSHIP. (Received 9.30 a.m.) SHANGHAI, February 6. A leading Chinese journalist, Chienwa, adviser -to the Japanese censorship, was fatally shot in the International Settlement. His assailant escaped.
