Canadian Finance Minister Helped From House., DEBATE IN COMMONS, (Received 1.30 p.m.) OTTAWA, February' 3. Concluding bis first speech in the House of Commons since his return after his illness, the Finance Minister, Mr. C. A. Dunning, reeled and had to be assisted from the Chamber.

Against the advice of his physician he threw himself into the debate when the Opposition Leader, Dr. Maniou, attacked his management of the Canadian Rational Railways while he was Minister of Railways.

To-dav he was reported to have improved, but a recurrence of his illness may delay the forthcoming Budget.
