Pact Of Non-Aggression Reaffirmed. MONTHS OF NEGOTIATION. (ISeceived 2 p.m.) WARSAW, November 27. A declaration by Poland and Russia after mouths of negotiations reaffirms the existing non-aggression pact, envisages mutual increase of commercial exchanges and agrees on the need for constructive settlement of a number of questions arising from contractual agreements, particularly those originating in recent frontier incidents. 1
