The committee had before it the protests made by the trustees of these loans on the failure of the German Government to pay the instalments due 1 on June 1; also a letter from the German Government stating that it was under no legal obligation to take over the external debts of the former Austrian Federal Government. It was decided by the committee to protest to the German Government, and the hope was expressed that the latter would reconsider its decision. The committee also discussed with the trustees' representatives arrangements by which the Governments represented will implement tlieir guarantees in the event of continued German default.
